Incentives for non-IT Startups
The incentives given for IT-related startups registered under Kerala State Startup Mission will be extended to non-IT startups too. Most of these benefits are granted for IT-related products and services like mobile apps and other software products of startups with unique ids registered under Startup Mission. They will be extended to non-IT sectors too. This will be fixed as per the conditions and guidelines collectively set by the Store Purchase Department and Department of Electronics and Information Technology. The expiry date for these incentives will fixed according to either the date of registration or the approval date given for the products of these startups. Three years from the earliest among these dates will be fixed as the duration for these incentives.
The purchasing expenditure limit of the startups with state unique ids will be upped from Rs 20 lakhs to Rs 50 lakhs. The participatory limit on tenders for the startups with state unique ids will be raised to Rs 3 crores from Rs 1 crore.
Allowed grant for TS Canal Development
Rs 2,21,98,012 will be allotted through KWIL from KIFFB for hastening the rehabilitation process of Varkala strip of TS Canal which is a tributary of West Coast Canal. An amount of 1,61,98,012 will be sanctioned for completing the rehabilitation of 36 families listed under the Punargeham Housing Scheme. Rs 30,00,000 will be granted to the 3 families who need to be additionally rehabilitated. 30 Families who are yet to vacate will be given rent and other expenses and an additional allowance of Rs 30,00,000 will be sanctioned for this.
Digital Re-Survey: Approved the Revised Estimate
The allowance for approval in principle given for the digital re-survey programme of 1,550 villages in the state has been revised as Rs 858 crore.
Interim Relief
It has been decided to give an interim relief of Rs 3,000 to the permanent employees of Keltron irrespective of their date of entry to duty from the date of order.
25 Additional Posts to be created in Pariyaram Medical College Public School
25 new posts will be created in Pariyaram Medical College Public School which has been taken over by the state government. 14 employees in the school with required eligibility will be appointed in the government service. Employees who have B.Ed qualification but do not have KTET qualification will be exempted from obtaining it. Others will be allowed to continue on a daily wages basis until a final decision is taken.
Kochi Metro – 80 Personnel to be Deployed from SISF
It has been decided to deploy SISF security personnel in Kochi Metro till 2025 without bill of cost provision. This exempted amount was to be paid to Police for availing the services of the personnel. Approval will be given for deploying SISF personnel to 80 new posts created in the second phase.
Exemption Given
Cabinet decided to grant stamp duty exemption for mortgage/vacant room registrations in respect of Kerala Water Authority employees’ housing loan scheme.
Registration will be exempted for land allotted in lieu of land acquired for the Ambedkar Stadium project of Greater Cochin Development Authority.
Pay Revision
11th Pay Revision recommendations will be implemented for the employees in government approved posts in State Institute of Encyclopaedic Publications.
Rs 3 Lakh to Sanctioned from Distress Relief Fund
Rs 3 lakh will be sanctioned from the Chief Minister’s Distress Relief Fund (CMDRF) to
Lijo, a resident of Parassala, Thiruvananthapuram, who has been suffering from a rare disease for 14 years and has been living with ventilator support. The decision will be reviewed after an year If more fund needs to be allocated.
Land to be Allocated for Setting Up Gurudwara
Government will provide 10.12 acres of land in Block No. 207, Reserveway No. 148, Tirumala Village, Thiruvananthapuram, for setting up a Sikh Gurdwara. The land will be leased to Gurudwara Guru Nanak Darbar Society for 30 years subject to leasing conditions at the rate of Rs. 100 per Are.
State Nodal Cell to be set up for MEDISEP
A State Nodal Cell will be set up in the Finance Department for MEDISEP, a health insurance scheme for the government employees and pensioners. 6 temporary posts created by the Sixth Finance Commission will be retained and redeployed. 10 technical posts will be created and appointed on contract basis.
