Retirement age won’t be raised: The recommendations of Administrative reforms Commission was approved with amendments

The cabinet approved the recommendations of the secretary-level committee chaired by Chief Secretary, which was appointed to examine the recommendations of the 4th Administrative Reforms Commission. It was decided not to approve the recommendation to raise the retirement age into 60 years.

Kerala Civil Service Code will be framed by combining the KSR, KS&SSR and Conduct Rules. Administrative Reforms department was authorised for this. The probation will be only for one time in subordinate service and state service. Direction will be given to form special rules in all departments. The posts created for a particular objective will be abolished upon fulfilment of the objective. The staff in such departments will be retrenched to other departments. A joint committee will be formed with the participation of representatives from service organisations to resolve the issues related to transfer.

The recommendation to conduct eligibility test in the event of acquiring of a particular skill comes necessary for getting promotion to any post, was approved in principle. The appointment authorities shall report vacancies to PSC every year. The vacancies thus reported should not be abolished. The date on which the post turns vacant shall be prominently considered. Appointment through employment exchange shall not be done in the posts for which rank list is existing. The vacancies in each posts shall be made available through spark. The formalities about the benefits of retiring employees will be simplified.

The link office set up in the Secretariat will be introduced in all offices. All appointments being done by transfer shall be made part of the selection process of PSC. The validity of such rank list, shall come to an end whenever the main list to the post expires. Clarity shall be obtained about the posts suitable for differently able people and the required qualifications in case of posts reserved for differently able people. Yearly health check up will be introduced to all government employees. The proceedings of disciplinary actions against employees shall be completed one month before the retirement of employees.

Munambam: Report will be submitted in three months

Regarding Munambam issue, the judicial commission appointed as per the Inquiries Commission Act to find out permanent solution regarding the ownership of land and recommend the measures to be taken by the government, will be asked to submit report within three months. The Chief Secretary was assigned the responsibility to prepare the terms of reference of the judicial commission headed by Justice (retd.) C.N.Ramachandran Nair, former Acting Chief Justice, High Court of Kerala. The district collector of Ernakulum was assigned the responsibility to arrange the office and other facilities needed for the Commission on a time bound manner.

Vizhinjam: Approval to enter in supplementary concession agreement

Regarding Vizhinjam International Port project, the state government and Adani Vizhinjam Port Private limited will enter in a supplementary concession agreement. The agreement has become necessary as the arbitration proceedings are withdrawn. The cabinet has cleared the supplementary agreement after seeking advice from the department of Law and the Advocate General.

As per the agreement, the construction of 2nd and final phases of Vizhinjam project, which was supposed to complete in 2045 will now be finished by 2028. The entire phases of the project will be over by then unlike the earlier agreement. Thus Adani port will pave way for fresh investments worth Rs.10000 crores. Upon completion of the project, the minimum installed capacity of the project will become 30 lakhs TEU.

The project period will be extended for 5 more years, in view of occurrence of Covid, Okhi and flood. The state will charge Rs.43.8 crores from the Rs.219 crores the fine levied since the project has got delayed. The remaining amount will be withheld till 2028. Upon emergence of any situation wherein the full completion of the project becomes impossible by 2028, the decision extending the project period for five years, will be cancelled. The government will also recover the withheld amount as well.

Travel allowance

Travel allowance of Rs.500/- will be sanctioned to CDS (Community Development Societies) members except CDS chairpersons in Kudumbashree Mission.

Measures to find out the dependents of people died in accident

The cabinet meeting has decided to take urgent measures to find out the dependents of people died in motor accident occurred at Nattika, Thrissur. The measures to find out dependents and extend financial assistance will be taken at Chief Minister’s level.

The Commission for Senior Citizens Ordinance

The cabinet meeting has approved the draft ordinance for the Commission for Senior Citizens. Recommendation will be given to the Governor to promulgate this. The aim is to give guidance and support for the welfare of senior citizens, to take up the needful to channelise their abilities for the society, to conduct the inspections required regarding implementation of clauses in the legislation/orders aimed to protect senior citizens and to coordinate various departments. There will be chairman and members whose number will be not less than three.

Appointment

It was decided to recommend to the Governor to appoint Risha T. Gopal as the member of Kerala Public Service Commission

Amendment

Amendment will me made in the order allocating 39 cents of land to Indian Coast Guard in Beypore, Kozhikode by completely exempting the amount fixed by the government or charging a nominal amount.

Relaxation in royalty and Seigniorage charges

Approval will be given to handover the dredged spoil from the national waterway stretch in Vembanad backwaters, to the national Highways Development Authority for the construction works related to National Highway 66 development. Relaxation will be given in royalty and seigniorage charges for this spoil, subject to conditions. It was also decided to request the National Highway Authority to examine the scope of deducting the amount equivalent to the amount saved through the deductions from the expenses incur in the development of roads.

Handing over of land

It was decided to implement the order of High Court of Kerala, which handed over the possession of 20.91 Are land in Paravur village for the construction of court complex, to the department of Law & Justice by keeping the ownership of land with the department of Revenue as per the conditions for exchange of land between two departments.

The possession of the land measuring 07.62 Are, from where the Paravur sub treasury had been functioning, will be handed over to treasury department, subject to conditions, by keeping the ownership of land with the department of Revenue, for construction of North Paravur sub treasury building.

Land allotment

Directions were given to the Secretary, State Land Board to hand over title of the 9 Acre 46.5 cents of surplus land in possession, in Cheemani village, Kasargod as per conditions, to the 12 possessers of land as per the Kerala Land Reforms Act 1963.

Property tax will be accepted from 3 people who have got ‘kraya certificate’ or who have got transfer of land from those who obtained ‘kraya certificate’ or who have purchased land and used to pay property tax for the land in possession, prior to acquiring of surplus land. Kraya certificate will be given to 5 people who used to possess land prior to acquiring as surplus land. The title for the land in possession will be given to the 4 people who are eligible for getting title of land. .

Relaxation given

It was decided to award the construction works of road and retaining wall as part of protection work in Idukki Government Medical College, by giving relaxation to the terms.

Tender awarded

The tender for Jal Jeevan Mission under the project ‘JJM- Augmentation of ARWSS to Bharanikkavu, Thekkekkara, Vallikkunnam and Krishnapuram Panchayaths’, was awarded.

Post

Posts of two associate professors and one lab assistant were created in Payyanur Fisheries College, for conducting 2nd year B.F.Sc course. This is subject to the condition that the posts shall be filled as per contract appointment.

Distribution of assistance from the Chief Minister’s Distress relief Fund

Rs.4,44,79,750 has been distributed between 20th to 26th November 2024 from the Chief Minister’s Distress Relief Fund. The number of beneficiaries is 1386 people from various districts.
