Approval for Sabarimala Layout Plan
The cabinet meeting has given approval to the layout plan for Sabarimala Sannidhaanam & Pamba Truck Route, which was prepared as per Sabarimala Master Plan. The total cost as per the layout plan is Rs.778.17 crores, which includes Rs.600.47 crores for the 1st phase of Sannidhaanam development, Rs.100.02 crores for the 2nd phase for the period 2028-33 and Rs.77.68 crores for the 3rd phase for the period 2034-39. The layout plan was prepared by giving due consideration to the spiritual and cultural heritage of Sannidhaanam. The layout plan was prepared by dividing the Sannidhaanam region into 8 zones. While ensuring the view into the Makaravilakku celebrations, two open plazas are also included in the layout plan to help crowd management. The truck route layout plan is envisioned by stressing on the requirement of halts and resting places, which facilitate safe and convenient movement of pilgrims through the forest route. Along with this an emergency vehicle route is also included. As per the plan, a buffer zone is also included on both sides of truck route to support the effort for restoration of environment. The total cost for Pampa development is estimated at Rs.207.48 crores, which includes Rs.184.75 crores for 1st phase and Rs.22.73 crores for the 2nd phase for the period 2028-33.
A total cost of Rs.47.97 crores is expected for truck route development, which includes Rs.32.88 crores for the 1st phase and Rs.15.50 crores for the 2nd phase. The total cost of the development of truck route and Pampa as per the layout is estimated at Rs.255.45 crores.
Local Self Government Reforms Commission
The cabinet has decided to constitute Local Self Government Reforms Commission. Dr.B.Ashok, IAS will be appointed as the Commission. The Commission is appointed to prepare a comprehensive review mechanism for reforming existing laws, rules, guidelines etc in the Local Self Government Department on the basis of ease of doing business as well, to maintain a balanced approach, to take the developmental aspects forward and to ensure environment conservation.
Financial assistance
Rs.2 lakh each will be given from the Chief Minister’s Distress Relief Fund as financial assistance to the parents of four students who were died while returning after examination when a truck overturned in the Palakkad-Kozhikode National Highway at Panayampadam. The financial assistance will be given to the parents of Irfana Sherin, Rida Fathima, Nida Fatima, and A S Ayesha.
Rs.2lakh each was sanctioned to the dependents of those who died in accident while a timber truck ran over the people who were sleeping in the National Highway at Nattika, Thrissur. The financial assistance will be given to the dependents of late Kaliyappan, Nagamma, Bamgari alias Rajeswari, Viswa and Jeevan.
Administrative sanction for Graphene-Aurora Project
Administrative sanction was given for Graphene-Aurora Project aiming to encourage industries working on new material technologies. The project is getting completed by spending Rs.94.85 crores. The project is implemented in partnership with Central Electronic & Information Technology ministry and industrial partners through the Digital University of Kerala (State government-Rs.47.22 crores, Central Electronic & Information Technology ministry-Rs.37.63 crores, Industrial partners-Rs.10 crores).
Creation of posts
85 new posts were sanctioned in Police departments for promotions. Accordingly, One Inspector (Motor Transport Officer), One Sub Inspector Driver, One Assistant Sub Inspector Driver and 82 Head Constable Driver posts will be created. The new posts are created by reconciling 85 posts of police constable drivers.
Approval was given for creating three new posts to constitute Model Digital Family Court at Sasthamkotta in Kollam district. Three posts will be retrenched from other courts along with this. District Judge, Bench Clerk grade-I and Junior Superintendent are the posts, which are getting created.
Approval was given to create a supernumerary post of Process Server at Munsiff Magistrate Court, Payyoli to accommodate a personal named Rajesh.M.K. who sustained permanent mobility impairment after suffering cerebellar ataxia while serving as a Process Server in the Judiciary department, as per Section 20 of the Rights of Persons with Disabilities Act.
Classes I and II were sanctioned in Government LP School, Parimanam, Neendakara in Kollam district by appointing protected teachers. The decision was taken as a special case as part the mission to protect public education and after considering the educational requirements of students in coastal areas.
Appointments
Suraj.C.P was appointed as Vigilance Tribunal, Kozhikode.
Col.Sebastian Francis was appointed as the Managing Director of Kerala State Ex-Servicemen Development and Rehabilitation Corporation (KEXCON) for a period of five years, on contract basis.
Approval was given to appoint retired district judges Aneeshkumar.P.V, Varghese.A.F and Prakashan.P.T in the family courts of Attingal, Ottapalam and Kozhikode, respectively, subject to conditions.
Reappointment
Adv.Shankarlal.B.S and Adv.Ranjith.A, government pleaders in Kerala Administrative Tribunal were reappointed with retrospective effect from 24/12/2024, for a period of three years or until the completion of 60 years.
It was decided to extend the reappointment of V.Sivaramakrishnan as Chief Executive Officer of Vegetable & Fruit Promotion Council of Kerala for one year from 13/05/2024 onwards.
The tenure of reappointment of P I Sheik Pareeth IAS (retd.), Managing Director, Kerala State Coastal Area Development Corporation Ltd was extended for a period of one more year with effect from 23/08/2024 onwards.
Relaxation permitted
It was decided to extend 5-year relaxation in the age limit in the appointment of District Session Judges through direct recruitment from Bar members in case of persons with benchmark disability and for ex-servicemen.
Approval for tender
Approval was given for the tender for the work to replace pipe to ensure the required water supply to various areas in Thiruvananthapuram district such as Kazhakkuttam, Pallippuram, Manvila, Technopark, KINFRA etc, which are facing water scarcity. The tender was approved for Rs. 56,99,00,986/-.
Approval was given for tendering the construction of well-cum-pump house and general work for improving drinking water supply facility to Karumalloor and Kunnukara gram panchayats. The tender worth Rs. 13,33,06,116 was approved.
Tender for Sabarimala festival work in Kottayam district was approved.
